BCDA as the Principal Conversion Authority commits to:
1. Accelerate the sound and balanced conversion of former military baselands into self-sustaining, productive-use, anchored on private sector participation and with the involvement of affected sectors and communities;
2. Optimize revenue generation from disposition of, and business developed from, Metro Manila camps to fund conversion and development;

The thrust of BCDA in expanding economic opportunities for Filipinos is echoed within the following special economic zones the Clark Special Economic Zone, measuring 29,213 hectares (composed of the 2,033-hectare Clark Tourism and Business Complex and the 2,367-hectare Clark International Airport); the John Hay Special Economic Zone (625 hectares), the Bataan Technology Park (365 hectares); and the Poro Point Freeport Zone (236 hectares).
